IIRC T20 stated 2 weeks ago that Carriers (not Motherships) can be built in 0.4 npc stations and can travel through low-sec space (using Jump Drives).

You're better off getting a Carrier. They're much more versatile than Dreads (Dreads are mainly for blowing up POS's). You'll also get a Carrier for around 1.5bn (around 600 mil cheaper than a Dread).
